NH House Votes to Legalize Personal Cannabis Use—But Not Sales

The New Hampshire House of Representatives has passed House Bill 75, which would legalize personal cannabis use and possession for adults 21 and older—but without setting up a regulated system for commercial sales. The bill, sponsored by Rep. Kevin Verville (R), passed by voice vote, despite opposition from lawmakers who argue that legalization should be accompanied by regulations and safety measures. Public use and possession by minors would still be prohibited under the bill.

The measure now moves to the New Hampshire Senate, where it faces significant opposition, and Governor Kelly Ayotte has already stated she will veto any legalization effort. Despite this, public support for cannabis legalization remains strong, with polls showing 65% of New Hampshire residents favor legalization. While this bill may not become law, New Hampshire lawmakers continue to debate alternative approaches, including a state-regulated sales model.
